California K-12 Public Education Finance

Description: Chief Business Officer Laura Phan will give an overview of California public education finance, including the impact of the new Local Control Funding Formula and fiscal challenges for local school districts.

Laura Phan is the Assistant Superintendent, Business Services Division of Oak Grove School District.  Prior to the current position, she served in the same capacity at San Mateo-Foster City School District, Alum Rock Union School District, and Mount Pleasant School District.  She has more than 15 years of experience in school business management. In addition, Laura is a California Certified Public Accountant with diverse experience in auditing and consulting, and a former owner/operator of two different businesses.  

In addition to participating in various school business associations, Laura is a founding member of the Vietnamese American Professional Women Association of Silicon Valley (VAPW), and an active participant in various charity organizations.  Every year, Laura works with her charity groups to plan and execute large fundraising events. Laura has a special interest in promoting and supporting the advancement of disadvantaged women and children.
